The incumbent serves as the Head, Inventory Management and Document Fulfillment Section and responsible for supervising, scheduling, and directing the work force comprised of subordinate supervisors, and through them, a large staff of library technicians. Under the broad guidelines of the Collections Integrity and Maintenance Officer, the incumbent is responsible for overseeing major components of the inventory management program, primarily those involved in inventory control, tracking, and problem resolution.

Supervises a group of employees through subordinate supervisors and team leaders. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system. Resolves informal complaints and grievances. Develops work improvement plans, and recommend personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Assures that subordinates are trained and fully comply with the provisions of the safety regulations.

Manages major components of the inventory management program, primarily those involved In inventory control, tracking, and problem resolution. When necessary to improve inventory management and document fulfillment, develops programs to fill in gaps and augment collections to improve services and document fulfillment success for constituents. Provides effective inventory management activities regardless of custodial responsibility.
Plans, coordinates and directs the inventory management and problem resolution activities of the Division at the highest level of quality and effectiveness. Participates in the formulation of, and carries out, policies In such areas circulation, item tracking both for internal and external loans, modification of records for material transferred to other locations such as off-site storage, and resolution of problems which may impact upon retrievability.
Provides services based on an excellent knowledge of collections security issues as they relate to measures designed to prevent unauthorized access to the general collections storage areas, to protect the collections in transit from storage areas to reading rooms and other locations In the Library; and to ensure the best possible security of material while in use. Ensures that staff are thoroughly trained In Library and Division practices and policies to ensure collections security and recommends changes in procedures, workflows, and tools. Regularly explains technical information to individuals or groups.
Issues directives and changes of policies based on expert knowledge of request management and collections retrieval to address new and improved strategies and technologies.
Assists the Collections Integrity and Maintenance Officer, the Assistant Chief, and the Chief both in determining priorities and in making long-range and short-range plans, taking into account the goals and objectives of the Division, budgetary constraints, available resources and other variables.
Organizes, develops, and implements plans for specific projects. Coordinates the work of others for specific tasks for the completion of product development, marketing projects, public programs, or other events. Participates in planning the work of a unit including formulating goals and objectives, and identifying opportunities for improvements in methods and procedures. Manages a variety of functions simultaneously and with flexibility to work under competing demands and deadlines.
Within the Library, chairs and/or serves on various committees and task forces dealing with new technologies and policy development effecting public service and inventory management. Serves on committees and other groups involved in investigating new technologies and their possible application to library programs.
When appropriate, represents the Division and/or the Library as an expert in the fields of inventory management, document delivery, and public service.
Keeps abreast of developments in the fields of collections management, library science, and management and administration. Maintains active contact with others in these fields, participating in conferences and seminars with officials of other government agencies, private institutions, and professional organizations.
