Location: This position is within the Program Advisory Office (PAO) Division of the Strategic Acquisition Center (SAC) in Fredericksburg VA.

Who is eligible under Competitive Merit Promotion?

DUTIES:

·         This position is located in the Program Advisory Office (PAO), a Division of the Strategic Acquisition Center (SAC).

·         Serve as a member of a cadre of Operations Research Analysts serving in the PAO of the SAC directly supporting the PAO Division Director in conducting assessments on program performance on high visibility/critical VA programs and contracts.

·         Perform program cost estimating, resource analysis; contract cost and schedule performance evaluation; and data quality standards in support of the CMOs program and project management efforts throughout systems life cycles.

·         Conduct in-depth analysis of contract performance information and reports.

·         Propose changes in cost estimating and accounting techniques.

·         Summarize and report findings from studies/analysis.

·         Provide expert consultation to the organization and senior leadership on efficiency of alternatives for decision-making and use of techniques such as statistical and regression analysis; computer modeling, decision theory, economic analysis and mathematical programming.

To qualify for this position, you must meet the Basic Requirement.

 

You must  have a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 or the 24 semester hours must have been in calculus. (YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS)

And

In addition to meeting the Basic Requirement you must meet the specialized experience.

A) One year of specialized experience, equivalent to at least the GS-12 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Performing program cost estimating; resource analysis; contract cost and performance evaluation; and data quality standards; solve difficult problems and develop new techniques; analyze, evaluate and interpret the following contractor’s progress in relation to proposed plans, current and potential overruns, schedule slippage and funding shortfalls, and contractor’s analysis of the problem(s) and propose corrective actions.

 

 

 

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

REQUIREMENTS:

  • Background Investigation: You may need to successfully complete a background investigation before appointed into the position.
  • Probationary Period: You may be required to serve a one year probationary period.
  • Time in Grade (TIG): Transfer and Reinstatement Eligibles must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion. An SF-50 must be provided to verify eligibility.

HOW YOU WILL BE EVALUATED:

·         Knowledge of and skill in applying a wide range of advanced operations research principles, concepts, and methods.

·         Knowledge of business operation practices and concepts (accounting, economics, management and finance).

·         Knowledge of cost performance reporting and management oriented audits in order to evaluate the application of performance measurement systems.

·         Knowledge of business and cost schedule analysis to appraise the adequacy of proposed or utilized cost procedures, techniques, methods, or assumptions.

·         Ability to use quantitative analytical techniques and the latest methods and techniques associated with program/contract cost performance analysis.

·         Ability to define program management data requirements and perform analysis on data received.
