JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

 

The New Orleans District provides for navigation, flood and hurricane protection, environmental stewardship, and other water resources needs to benefit the people of southern Louisiana and the nation. The offices are located in a modern energy efficient building in the Uptown area of New Orleans overlooking the Mississippi River. There is a child care center and a fitness center on the premises as well as free employee parking. Audubon Park, an urban oasis offering alleys of ancient live oaks, a tranquil 1.8 mile jogging path, a lagoon, picnic shelters, playgrounds, tennis courts and soccer fields is within walking distance.

This is an interdisciplinary position which may be filled under any of the following titles and occupational series, depending on the qualifications of the applicant and needs of the agency:

 

Archaeologist, GS-0193

Biologist, GS-0401

Environmental Resources Specialist, GS-0401

Serves as a technical specialist in the New Orleans District Regulatory program with primary expertise in environmental resources and impact analyses relative to the evaluation of Department of the Army permit applications under the provisions of Section 10 of the River and Harbor Act of 1899 and Section 404 of the Clean Water Act and other applicable laws and regulations.

Specialized experience: To Qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11).  Specialized experience is defined as: Experience following National Environmental Policy Act (NEPA) regulations; evaluating Department of the Army permits under the provisions of Section 10 of the Rivers and Harbors Act of 1899 and Section 404 of the Clean Water Act; identifying and evaluating project related impacts on Gulf Coastal aquatic ecosystems; utilizing functional assessment methodologies to determine and develop mitigation plans to fully compensate for impacts; and coordinating proposed impacts associated with Department of the Army permit applications on Corps of Engineers Civil Works projects.

 

Time in Grade Requirement: Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

 

Time-In-Grade requirement must be met not later than 30 days after the closing date of this announcement.

Time in Grade Restriction: Must have 52 weeks of Federal service at the GS-11 grade (or equivalent).

 

Qualifications requirements must be met by the closing date of this announcement.


Basic Requirements for Biologist/Environmental Resources Specialist (0401):


 

A.  Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; or

B.  Combination of education and experience -- courses equivalent to a major as shown in A above, plus appropriate experience or additional education.

  


Basic Requirements for Archaeologist (0193): 


 
A.   Degree: that included 3 semester hours each in the following course areas: (1) history of archeology; (2) archeology of a major geographical area such as North America or Africa; (3) regional archeology, archaeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; (4) theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; (5) Archaeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work; (6) six semester hours of related course work in geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; and (7) archaeological field school; or
 
B.   Related Curriculum -- Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archaeological field school); or
 
C.   Combination of Education and Experience -- college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education; or

D.   Four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience which may include that gained in an archaeological field school. Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archaeologist, be able to demonstrate the ability to be a crew chief directing the work of others at a single location as a part of a larger archaeological project.
