JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission.  They provide the skills that are not readily available in the military, but crucial to support military operations.  The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:
The US Army Corps of Engineers, New Orleans District, provides for navigation, flood and hurricane risk reduction systems, environmental stewardship, and other water resources needs to benefit the people of southern Louisiana and the nation. Duty station is New Orleans, LA. The offices are located in a modern energy efficient building in a secure area in the Uptown section of New Orleans on the levee overlooking the Mississippi River. There is a fitness center within the district building. There is free employee parking and a child care center located on the grounds. Audubon Park is within walking distance. New Orleans is located in southeast Louisiana along the Mississippi River. It is a major US port and historically the largest city in the state. Directs, coordinates and supervises activities of professional and subprofessional personnel engaged in conducting engineering studies and designing foundations for leeves, embankments, floodgates, pumping stations, control structures, bridges, drainage structures and culverts, temporary braced excavations, dikes, and channel slopes.   Develop geotechnical input for reconnaissance, feasibility reports, and design memoranda; and coordinating assigned studies with personnel of other organizational elements, local interest groups, state and Federal agencies.   Review basic engineering data, available maps, soil profiles, and boring logs, in order to develop appropriate data pertaining to specific project area. Coordinates the preparation of, or develops soil and foundations portions of reconnaissance and feasibility reports and design memoranda covering assigned studies.  Assist in the preparation of plans and specifications within area of expertise, and delegates/serves as Technical Manager to provide the project information to the Project Manager.

Specialized experience: To qualify applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-12).  Specialized experience is defined as:  Experience in all aspects of geotechnical designs on deep foundations, levees, earthen embankments, seepage, settlement, dewatering, geosynthetics-reinforced embankments, slope stability and ground improvement.   Experience developing performance standards, employee's appraisals, counseling employees, interviewing applicants; assigning work and monitoring progress.   Experience working with local interest groups, state and other Federal agencies through personal and telephone contacts and/or correspondence; attends meetings and conferences to discussing project plans, and changes thereto, and renders advice and guidance on matters relating to soil and/or foundations problems. 

 

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the Time in Grade Restriction.

 

Time in Grade Restriction: Must have 52 weeks of Federal service at the GS-12 grade (or equivalent).

 

Time in grade must be met within 30 days after the closing date of this vacancy announcement.

This vacancy has a positive education requirement. 

Applicants applying to this vacancy announcement must have at least a 4-year professional engineer degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
