This position is the F-35 Joint Strike Fighter (JSF) Mission Systems Modification Manager and is aligned to the Aircraft Components Branch (Naval Air Warfare Center Aircraft Division-6.7.3.3) in the Industrial and Logistics Maintenance Planning/Sustainment Competency (NAWCAD-6.7), Patuxent River, Maryland. The selectee will serve as the F-35 Mission Systems Modification Manager in the Global Sustainment Operations Integrated Project Team, Logistics and Sustainment Directorate, Joint Strike Fighter Program Office (JSFPO). The selectee will be seated in the JSF JPO at Fort Worth, Texas and supervised by the NAWCAD 6.7.3 Division Head and receive technical program direction from the F-35 Joint Strike Fighter Deputy Mod Manager.

DUTIES:

·         Understand and participate in contractor and program office change boards.

·         Determine mod/retrofit impacts as a result of changes submitted through change boards

·         Determine the impact to fielded aircraft in terms of decreased sorties over time and number of days aircraft will be out of service for mod incorporation

·         Determine which mods can be done concurrently and make recommendations on the best time to incorporate mods based on Fleet operations and requirements.

·         Assist in coordination with the US Services, Participant & Security Cooperation Participant (SCP) countries, and Foreign Military Sales (FMS) customers for budget planning and kit procurement decisions in order to deliver best value sustainment capability to the war fighter.

·         Provide analysis related to engine mod scheduling across the USN, USMC participant countries and FMS engine customers.  Ensures integration of modifications to ensure incorporation is at the most efficient level to include integration with other scheduled maintenance.

·         Assess, document and report the impacts of proposed Mission Systems changes to support products, aircraft reliability and maintainability, and life cycle costs.

·         Assisting the coordination of depot level Mission Systems modifications between contractor organizations and the user communities to ensure the optimal balance of operational availability, asset optimization, and resource management is achieved when planning modifications and rework.

·         Participate in the development of initial Mission Systems retrofit plans and assessing the tradeoffs between change incorporations at contractor production facilities and user field activities. Develop and propose public/private strategies that generate best value for the government.

·         Communicate between prime contractors, organic depots and major command /aircraft user communities to ensure maintenance dock availability, aircraft availability for induction and technical skills and equipment availability.

Specialized experience must demonstrate examples of the following: planning and executing Integrated Logistics Management for Mission Systems; experience in weapon system acquisition life cycle phases; establishing and administering logistics/maintenance support; providing advice on logistics matters regarding aircraft avionics/electrical systems

REQUIREMENTS:
