MAJOR DUTIES:
Plans, organizes, and directs the financial management, including budgeting and costing, activities of the organization, ensuring that financial management work complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and financial management objectives. Researches, interprets, analyzes, and applies financial management guidelines, policies, regulations, etc. Exercises supervisory personnel management responsibilities, Advises and provides counsel to employees regarding policies, procedures, and directives of management. Serves as a financial management advisor to the Branch Chief and as a technical authority to all levels of management, contractors, and their activities. Makes authoritative financial management decisions pertinent to securing successful development, acquisition, and sustainment of weapon systems and/or subsystems. Represents the Branch with a variety of organizations. Establishes, develops, and maintains effective working relationships with the Directorate Chief Financial Officer (CFO); the Senior Functional Executive for Financial Management and Comptroller and the division Chiefs; other CFOs and Financial Officers, other functional directors; the ASC Command Section; the Air Force Research Laboratory; HQ AFMC; HQ USAF; Navy; Army; DOD; various industries; and various foreign governments.

SPECIALIZED EXPERIENCE: At least one (1) year of specialized experience at the next lower grade (GS-13) or equivalent. Specialized experience includes experience in financial management activities related to acquisition funding, budget formulation/development/execution, cost performance/estimating/scheduling, and associated cost analysis.

TIME-IN-GRADE (TIG) Restrictions for GS Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade within the Federal Civil Service (or equivalent in an alternate pay system) to be considered for (referral). This position has been designated as an acquisition position and is covered by the acquisition Professional Development Program (APDP). Selectee must be Level 3 Certified in Business, Cost Estimates, and Financial Management or be able to meet requirements within 24 months.
The incumbent must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. Employee is expected to meet Continuing Acquisition Education requirements.
Incumbent must be Acquisition Corps Member.
