JOB SUMMARY:

As the Native Liaison, you will:

  • Serve as a member of the Interagency Staff Committee providing expertise and assistance on all Alaska Native issues related to the Federal Subsistence Management Program.
  • Evaluate and develop strategies for resolving federal subsistence policy issues.
  • Analyze proposed regulatory changes to Federal subsistence management regulations involving Alaska native and other rural users interests.
  • Communicate with the Alaska native community and other rural users about a wide range of subsistence program topics.
  • Serve as an expert in Alaska Native cultures.

Examples of specialized experience for GS-12 include the ability to bring together diverse Native American cultures under sensitive, controversial and sometimes hostile situations to develop relationships, resolve conflicts, and reach common solutions to benefit conservation; interpretation of Federal laws, regulations, and court decisions, Alaska Native cultures and traditional fish and wildlife use, communicating and coordinating with diverse groups of people from different cultures, public involvement programs, applying analytical methods and techniques to identify and resolve Federal subsistence management issues; and advising upper level management on complex natural resource management issues.

HOW YOU WILL BE EVALUATED:

Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points. If you meet the qualification requirements, your application will be placed in one of three categories:  Best Qualified, Highly Qualified, or Qualified.  Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.  In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

  • Ability to establish and maintain working relationships with Alaska Native Tribes and Corporations and provide advice and guidance to enhance the relationships between the Federal Subsistence Board and these entities.
  • Knowledge of natural resource management practices, legal mandates, and resource project planning principals.
  • Knowledge of Title VIII of the Alaska National Interest Lands Conservation Act and Alaska subsistence regulations.
  • Ability to bring together diverse cultures to reach common solutions.
