JOB SUMMARY:

The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives, Native Hawaiians, and affiliated Islanders.

The Bureau of Safety and Environmental Enforcement (BSEE) works to promote safety, protect the environment, and conserve resources offshore through vigorous regulatory oversight and enforcement.

This position is located in the Environmental Enforcement Division (EED), Environmental Enforcement Branch (EEB)-GOMR, Environmental Review Unit (ERU).

This office is responsible for monitoring, improving, and enforcing industry's compliance with environmental standards during offshore operations.

Department-Wide:  Applications will be accepted from current Department of the Interior (DOI) employees serving under a permanent competitive service appointment or current DOI employees with eligibility under a special appointment authority for an excepted service appointment (e.g., VRA, Schedule A appointments, or SCEP within 120 days of conversion).

If selected for this position, your duties will include, but not limited to the following:

 

Ø       Serves as the archaeological resource management expert, coordinating BSEE-approved activities, advocating legal requirements, and developing/interpreting/implementing policy regarding archaeology and historic preservation issues under the National Historic Preservation Act (NHPA).

 

Ø       Functions as consultant, advisor, and technical authority to the EED Chief, Regional and Department Officials, and other scientists and engineers in archaeological matters.

 

Ø       Serves as liaison with the Bureau of Ocean Energy Management (BOEM), State Historic Preservation Officers, the Advisory Council on Historic Preservation, and other local, State, and Federal agencies in the field of archaeological resource management.

 

Ø       Prepares technical and policy documents concerning archaeological resources and anthropological data and information on expected minerals activities impacts for BSEE/BOEM correspondence, briefing material, and compliance reports related to field inspections, mitigation monitoring, and damage investigations.

 

 Ø       Develops and/or maintains, in coordination with BOEM, databases for archaeological resources.

Basic Education Requirements: To qualify for this position you must meet the Basic Educational Requirements.

A. Education

  1. Degree: that included 3 semester hours each in the following course areas:
    • History of archeology.
    • Archeology of a major geographical area such as North America or Africa.
    • Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
    • Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.
    • Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

AND

    • Six semester hours of related course work in:
      • geography, geology, or cultural geography;
      • history, historiography, or historical archeology;
      • environmental studies;
      • scientific writing (nonfiction English composition); and/or
      • surveying
      •                                                                            AND
    • Archeological field school.

 

  1. Related Curriculum -- Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).

OR

B. Combination of Education and Experience

College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.

        

C. Experience

Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

 

Specialized Experience Requirement:

GS-13

To qualify at the GS-13 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-12 grade level.  Specialized experience is: experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.  Examples of specialized experience are: applying marine archaeological principles, theories, concepts, methods, and techniques; independently coordinating and writing scientific documents that relate to environmental issues with marine archeology; experience and a thorough knowledge of research, data analysis and recovery techniques and field methods; identifying the impact of laws and existing regulations on state and federal agencies and identifying policy issues and actual or potential problems in archaeological programs; AND experience utilizing the National Historic Preservation Act (NHPA), National Environmental Policy Act (NEPA), and other environmental laws and regulations necessary to oversee industry’s environmental compliance on the Federal Outer Continental Shelf.
