JOB SUMMARY:

The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies.

The incumbent serves as the Supervisor of the Adjudication Section, located in the Office of Leasing and Plans (LP), has direct supervisory responsibility for 8 employees, participates in program planning and policy development, and directs the adjudication of legal documents filed in connection with Outer Continental Shelf (OCS) lease administration for the Gulf of Mexico Region (GOMR).

 

Jefferson, Louisiana, is a suburb of New Orleans, Louisiana. The region thrives with cultural activities, recognized internationally as a center for fine dining, music, literature and the arts as well as for professional sports including NFL football, NBA Basketball, and Triple-A Baseball. The economy is based on the port, largest in the US measured by weight of cargo, oil and gas extraction and refining, tourism, medicine, government and education. The local economy has fared better than average; recently the New Orleans-Metairie-Kenner area had the lowest unemployment rate among the nation’s largest metro areas. There are six colleges and universities offering a variety of curriculums at the bachelor, master and doctorate level: two medical schools, two law schools and a dental school. There is a mix of public, private and charter primary and secondary schools. New Orelans also boasts a world-class zoo and aquarium. The climate is characterized by mild winters, extended spring and fall seasons, and warm summers. The weather is conducive to the outdoor recreational activities available in Sportsman’s Paradise such as fishing, hunting, golf, and water sports.

The major duties of this position include, but are not limited to the following:

 

  •    -Manages a staff comprised of Land Law Examiners, Adjudication Assistants, a Contact Representative, and a Student Intern.
  •    -Directs and participates in the review and adjudication of a variety of legal documents filed in the Adjudication Section related to OCS oil and gas lease administration.
  •    -Reviews and makes recommendations regarding OCS regulations, Notices to Lessees and Operators, policies and procedures.
  •    -Functions as the lead contact/advisor for Adjudication Section staff, BOEM Management, and the oil and gas industry regarding OCS lease administration issues.
  •    -Functions as the lead contact for the Department of Justice, the Office of the Solicitor, and Headquarters for litigation, lease sale, and restricted joint bidder issues.

Specialized Experience Requirement:

 

GS-13

 

To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (­­­­GS-12). Your specialized experience must include: (1) actually preparing, submitting for approval, or approving the legal documents related to OCS lease administration filed in the Adjudication Section; AND (2) analyzing oil and gas industry agreements/contracts and legal documents in order to determine acceptability of same pursuant to the laws and regulations governing oil and gas leasing on the OCS; AND (3) assuming a lead role in setting and prioritizing strategic goals, directing workflow, directing subordinates on work and administrative matters; AND (4) providing technical and policy guidance to subordinates, management, and/or oil and gas industry representatives.
