In support of the NPS mission, the Associate Director, Workforce Management ensures the NPS has people with the right skills, at the right place and at the right time.  Federal employees are required to comply with standards of ethical conduct. Ethics advice and guidance is provided to the workforce to help employees ensure that their actions are ethical, avoid conflicts of interest, and comply with federal ethics rules. The Deputy Ethics Counselor position is located in the Office of Human Resources, Washington, DC.

The Deputy Ethics Counselor provides operational oversight and manages the NPS Ethics Program and activities, helping NPS officials avoid ethical conflicts or the appearance thereof. The Program Manager is liaison with the Department of the Interior and Office of Government Ethics and provides advice and assistance on a variety of ethics issues: including working with partners and non-profit groups teaching, speaking and writing conflict of interest, financial disclosure outside work, lobbying, and a wide variety of other ethics issues.

This position serves as a program manager responsible for developing and interpreting ethics policy, providing ethics training, and advisory services on gifts, outside employment and financial disclosure. The program manager will prepare and maintain ethics webpage and reports for National Park Service.

To qualify for the GS-14 grade level, applicants must possess one year of specialized experience at the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. For this position you must have specialized experience in developing managing and coordinating of an ethics program that includes administering a financial disclosure report system, providing training information to ethics counselors and employees, and collecting and managing ethics data.

Requirements when selecting Specialty Codes

001 – All United States Citizens

  • United States Citizens who have never been permanent employees of the Federal government.
  • Current or former employees of the Federal government who would like to be considered under Delegated Examining procedures.

002 – Merit Promotion – Competitive

  • Current or Former civilian Federal employees who are eligible for promotion and who are on a permanent Career or Career-Conditional appointment at a grade below the full performance level of the position being advertised.  (Applicant must have been in the lower grade for 52 consecutive weeks at the close of this announcement).     

003 – Merit Promotion – Non-Competitive

  • Former civilian Federal employees who achieved career status in the competitive service (Generally, this means you have served three continuous years on a permanent career-conditional appointment in the competitive service of the Federal government.) or; are you a veterans preference eligible who has served at least one day on a career-conditional appointment in the competitive service; or
  • Current, permanent (non-temporary) civilian employees on a Career or Career-Conditional appointment in a Federal agency who is at the higher grade of the position being advertised or who has previously competed for and selected to a position that have the same promotion potential as shown in this announcement; or
  • Eligible under Special Appointment Authority: Individuals who are eligible for consideration under special hiring authority (i.e., 30% compensable veterans, severely handicapped individuals, former Peace Corps and VISTA volunteers, etc.) will be accepted and considered non-competitively for this vacancy.

Status applicants who wish to be considered under both merit promotion and competitive procedures must select specialty code 001 and either 002 or 003 to receive consideration. If you select only one specialty code, you will only be considered for the code you select.

Before entering on duty, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.

 


Special Requirements:

You must be a U.S. citizen to qualify for this position.

A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.
