JOB SUMMARY:

NCUA is the federal agency that charters and supervises federal credit unions and insures savings in federal and most state-chartered credit unions across the country through the National Credit Union Share Insurance Fund (NCUSIF), a federal fund backed by the full faith and credit of the United States Government.

NCUA is seeking a seasoned executive or high-level manager to serve as the Office of Small Credit Union Initiatives (OSCUI) Deputy
Director.  As the OSCUI Deputy Director, you will support the Director in his or her responsibility for establishing policy, overseeing program direction and providing the necessary leadership to achieve organizational and strategic goals.

As the OSCUI Deputy Director, you will:

-Provide administration and direction to specific OSCUI functions including Outreach and Partnerships, Loan and Grants and Accounting and Budgeting.

-Exercise executive leadership, direction, coordination, and control over staff in the office of Small Credit Union initiatives who have the responsibility to establish and implement programs and procedures to carry out NCUA's responsibility as the designated administrator and controller of the Community Development Revolving Loan Fund (CDRLF).

-Establish and provide oversight of the CDRLF. Serve as the liaison on these programs with politically sensitive groups, credit unions, trade groups and other interested stakeholders relating to the supervision, development, and implementation of the OSCUI program.

-Manage and coordinate OSCUI's marketing outreach programs;develop and implement strategic marketing plans.

-Establish liaison relationships with relevant external parties and represent the agency with members of the Congress.

-Direct the work of OSCUI through subordinate supervisors and managers.

QUALIFYING SPECIALIZED EXPERIENCE:

You must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service.  Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to work of the position to be filled.  

To qualify for this position at the SS-01 level, you must have one year (12 months) of full time specialized experience comparable in difficulty and responsibility to the CU-15 level (GS-15 or SL equivalent).  

Qualifying specialized experience is:  Experience managing and directing a variety of critical programs in a multi-disciplinary and culturally diverse workforce at the headquarters level; and experience promoting community development programs and working with organizations to expand the capacity of financial institutions.

EXECUTIVE AND TECHNICAL/PROFESSIONAL COMPETENCIES:

4.    Business Acumen.  This competency involves the ability to acquire and administer human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission, and to use new technology to enhance decision-making.

5.    Building Coalitions/Communication.  This competency involves the ability to explain, advocate and express facts and ideas in a convincing manner, and to negotiate with individuals and groups internally and externally.  It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external policies that impact the work of the organization.


Technical/Professional Competency:

Extensive knowledge and experience promoting community development programs and working with organizations to expand the capacity of financial institutions.

Best Qualified candidates will be referred to a NCUA ERB interview panel for a possible interview. The ERB interview panel will make recommendations on final selections to the appointing authority.

OTHER INFORMATION:

Salary: The salary range shown is NCUA's National Pay Rate (NPR).  The NPR will increase by the locality percentage for Alexandria, VA which is 21.87%.  However, the total salary cap (locality percentage included) for the SS-01 level is $210,000.  Salary is set by the NCUA Board, unless delegated to the Executive Director, and is based on the position's and the individual's potential contribution to the agency's overall strategic goals and the executive qualifications of the successful candidate.

Other Key Requirements:
You must serve a one-year managerial probationary period if you have not done so.  A managerial probationary period must be completed even if you have completed a supervisory probationary period.
