As a Building Manager, you will be the primary customer agency advocate/GSA point of contact with client agency personnel in designated GSA owned or leased buildings.

This position is located in the Region 5, Public Buildings Service, Service Centers Division, Greater Chicagoland Service Center, Rockford, IL.  This office is responsible for directing, managing, and coordinating service execution relating to the delivery of real property management services. Property Management develops, directs, acquires and delivers services related to the operations, maintenance, and repair of Federal buildings and leased space (may include delegated buildings).

Serves as a property manager and the primary customer agency advocate/GSA point of contact with client agency personnel in designated GSA owned or leased buildings.  
In this capacity:


  • Interacts extensively with building tenants and client agencies' representatives on a recurring basis to assess their facility and facility related needs;
  • Ensures those needs are being met or exceeded, and to assure that the procedures used to obtain services are responsive and customer friendly;  
  • Responsible for improving customer and client agency satisfaction with building services;
  • Maintains and preserves the real property assets (activities which assume the administration and quality assurance of a variety of contracts, such as operations and maintenance, custodial, security, and construction, as well as the development of minor and major repair and alteration projects);
  • Maintains or lowers operational costs, including energy costs; and ensures the provision of quality facility-related services.

The GS-12 salary range starts at $68,809 per year, if you meet the following qualifications.  You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

To qualify at the GS-12 level:

Applicants must demonstrate, in their resume and responses to questions, at least one year of specialized experience equivalent to the GS-11 in the Federal service.  Specialized experience is experience in the management of large office buildings or large office complexes including improving customer and client agency satisfaction with building services; assisting in negotiation of service contracts and lease provisions; preparing service contracts; assisting in development of maintenance programs; evaluating and monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; assisting with budget formulation and execution; and conducting inspections of designated space or facilities.


If selected, you must meet the following conditions:


  • Serve a one year probationary period (unless you have previously satisfied this requirement).
  • Be able to make a direct deposit of your salary check to a financial organization.
  • Males born after December 31, 1959 must have registered with the Selective Service.
  • Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment.
  • Undergo a background investigation and favorable adjudication.  This position has been designated as a Public Trust Position.
  • If you are not a current GSA employee, you must complete the Department of Homeland Security (DHS) Form I-9 to determine identity and employment (work status) eligibility.  GSA will verify the information through the DHS e-Verify automated system.  Any identified discrepancies must be resolved as a condition of continued employment.  

HOW YOU WILL BE EVALUATED:

The Category Rating procedure is being used to rate candidates.  If you are found qualified for the position, your responses to the self assessment vacancy questions will be used to place you in one of the following categories:  Best Qualified, Better Qualified, Well Qualified and Qualified.  Your responses to the vacancy questions must be supported by your resume or the Human Resources Specialist may adjust your responses lower.  Within these categories, applicants eligible for veterans' preference will receive selection priority over non-veterans.  Appropriate documentation must be received to adjudicate veterans' preference.

You will be evaluated on the vacancy related questions that were designed to assess your overall possession of the following competencies/knowledge, skills, and abilities:


  • Knowledge of building operations and programs.

  • Knowledge building management principles,concepts and practices; understanding of building tenants and customer agencies' needs, requirements and customer satisfaction drivers.

  • Knowledge and ability to interpret contract specifications, and to review contractor performance.

  • Technical knowledge and competency in design, operation, maintenance and management of assigned building(s) and buildings systems.
