The Congressional Research Service (CRS), Knowledge Services Group (KSG) seeks a Senior Knowledge Services Librarian to join its Reference and Information Services Section. The selectee will be responsible for collaborating with information professionals, analysts, attorneys, information technology professionals, and management to address the critical knowledge management needs of CRS by identifying, planning, developing, and implementing information management projects. The selectee will be expected to analyze information needs arising from the research activities of CRS, and work with information technology staff within CRS and throughout the Library to recommend new and/or improved tools and services to address those needs. The selectee will also provide reference and instructional services for clients within CRS and the U.S. Congress.
The selectee will be expected to apply principles of librarianship and information systems to identify, organize, and preserve CRS's intellectual assets and institutional memory. Candidates with a Master of Library Science (MLS) or equivalent degree or experience; knowledge of current and emerging practices of librarianship or other fields and disciplines related to the organization of information; and an understanding of the principles of information management, metadata, and information retrieval are encouraged to apply.

Project Management and Coordination
Plans, organizes and/or coordinates development and implementation of information and knowledge services projects of critical significance to the CRS mission. Provides expert advice to project team members and ensures involvement of stakeholders. Serves on inter- and intra-divisional projects related to design and implementation of new information and knowledge services products and services. Coordinates evaluation of highly specialized, sophisticated, state-of-the-art and/or new information and knowledge services.
Conceptualizes, organizes and develops projects using expert knowledge and judgment to determine scope, emphasis, approach, appropriate techniques and manner of presentation. Compiles, evaluates and analyzes background information and recommends solutions to information and knowledge management issues. Develops criteria, standards and expected outcomes for projects. Keeps tasks on schedule, monitors project performance, identifies and resolves problems that impede progress and presents progress reports to stakeholders. Evaluates project effectiveness. Documents and shares best practices with stakeholders.
Information Organization and Knowledge Management
Independently identifies highly complex program issues or problems to describe, categorize, evaluate, analyze and prioritize information needs arising from CRS research activities. Works with information professionals, analysts, attorneys and IT staff to investigate and recommend methodologies, tools and services to facilitate use of relevant data, information and knowledge in research and analysis. Reviews potential options and recommends innovative solutions to provide information services to CRS clients.
Creates and coordinates activities that involve highly complex problems and/or special requirements to develop, integrate and organize content to meet user requirements. Leads integration of new features and technologies into websites and portals. Evaluates results and documents best practices, applying standard and emerging practices of librarianship and other fields and disciplines related to information and knowledge management.
Works with IT staff to exchange information and coordinate activities. Keeps abreast of current and emerging developments affecting knowledge management, metadata and information retrieval.
Consultation and Liaison Services
Serves as a liaison within CRS and between CRS and other Library of Congress offices. Consults with other information professionals regarding development/enhancement of information research and management techniques. Identifies and communicates “best practices” to eliminate duplicative efforts. Collaborates with analysts, attorneys and information professionals in federal, state and local government organizations and the private sector to acquire, review, analyze and confirm accuracy of information to respond to current and projected research requests or to complete project assignments. Develops and maintains proficiency as an expert in library science and information research by keeping abreast of current developments in the field and by participating in professional activities.
Instructional and Reference Services
Provides electronic and print research and reference services for an extensive array of highly complex or difficult general research inquiries. Evaluates adequacy and relevance of information resources, and documents, organizes and presents authoritative and useful information about these information resources. Maintains knowledge of authoritative information resources, including bibliographic databases. Consults, as appropriate and relevant, resources available from all branches and levels of government, academia, think tanks, interest groups and the private sector. Maintains a broad knowledge of CRS information resources, research activities, research resources and legislative issues.
Leads efforts to promote use of electronic research materials by CRS staff. Oversees and/or coordinates development of resource guides, applying current and emerging tools and technology. Instructs clients in use of digital resources in face-to-face and classroom settings. Trains CRS staff in managing e-content on websites and creates and updates documentation related to content administration and management. Works with reference and instructional staff to create library tutorials, web-based instruction and web pages in support of reference, research and instruction functions.
Develops and maintains knowledge of print and electronic information resources in performing research tasks. Prepares instructions on how to locate, use and interpret research materials. Maintains awareness of updates and changes in electronic research materials and alerts senior staff of such changes. Participates in client outreach and instructional efforts such as new services orientation and information literacy workshops.

The Congressional Research Service, within the Library of Congress, is part of the Legislative Branch of the federal government. As such, all positions are in the excepted service.
The selectee will work a 40-hour week and may be required to provide evening and Saturday reference desk coverage, including Monday through Thursday, 5:00 p.m. - 8:00 p.m., and Saturday, 10:00 a.m. - 5:00 p.m. (Saturday work is required only when Congress is in session). The remaining work hours (non-evening/Saturday) will be determined based on workload and coverage needs, and will contribute to the total of 40 hours per week.
The salary range indicated reflects the locality pay adjustment for the Washington, D.C. metropolitan area. Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous federal service will generally be paid the minimum step of the grade.
This is a non-supervisory, bargaining unit position.
