Nebraska National Guard 

 

NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted service position that requires membership in a compatible military assignment in the National Guard.  Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.  Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

 

This position is located in the Small Air Terminal Section of the Deployment and Distribution Flight, Logistics Readiness Squadron, Mission Support Group, in an ANG Aviation Wing.  The primary purpose is to perform a variety of Air Transportation functions which involve wing deployment training, passenger and cargo manifesting, Joint Inspection, load planning, determining cargo/passenger eligibility, establishing and maintaining air terminal security, Fleet Servicing, directly responsible for safe and efficient loading/offloading of all DOD-owned and controlled aircraft and ensuring In-transit Visibility.

APPOINTMENT FACTORS:  This is an Indefinite Dual Status (Excepted Service) Enlisted position only.

 

The man-year for this position is obligated to a technician on military duty. Selectee may be displaced upon return of the incumbent or selectee may be converted to Permanent appointment if the incumbent does not request reemployment. Individual selected for an indefinite appointment is entitled to the following employee benefits: accrual of annual, sick, and military leave, health and life insurance benefits; and payment into the Federal Employee Retirement System (FERS).

DEFINITION OF AREA(S) OF CONSIDERATION: 

Area 1- Current permanent and indefinite bargaining unit Technicians of the Nebraska Army and Air National Guard and

Area 2 - All members of the Nebraska Air National Guard and personnel eligible to become members of the Nebraska Air National Guard.

DUTIES:

(1) Formulates, implements, and documents programs to train Wing augmentation in support of Wing air transportation deployment functions to ensure effective and efficient operations of installation deployment process. As a minimum, develops deployment lesson plans for the following areas: Material Handling Equipment (MHE) such as K-Loaders and forklifts, Load Planning Overview, Cargo Preparation/Pallet Build Up, Ramp Coordinator, Cargo Deployment Function work-centers (i.e., In-Check, Cargo Marshalling Yard, Joint Inspection, Hazardous Cargo Handlers, Explosive Safety, Quality Control, and Load Teams) and the transportation portion of the Passenger Deployment Function. Coordinates with Traffic Management and deploying units requiring hazardous material technical specialist training.

 

(2) Provides sound advice and technical expertise on air transportation issues to the Installation Deployment Officer, all Squadron, Group, and Wing commanders. Makes appropriate recommendations and implements changes within the element and associate processes. Provides hands-on training and classroom instructions for other service components in the area of load planning different airframes for unit deployments. Conducts briefings on explosive, ground, and flight line safety. Wing focal point for requesting Opportune Airlifts/Special Assignment Airlift Missions (SAAM) and identifying limiting factors to higher headquarters.

 

(3) Ensuring items offered for transport by air meet proper specifications to maximize safety and security of the aircraft by means of a prescribed inspection processes. Plans, schedules, and trains Air Transportation Operation Element Drill Status Guardsmen on the inspection and operations of aircraft loading equipment; mobility/contingency functions (i.e. load planning, pallet buildup, cargo courier responsibility and hazardous cargo preparation); and all core Career Field Education and Training Plan tasks.

 

(4) Monitors and administrates data systems, within the technical and functional parameters and standards established by USTRANSCOM and in coordination with Assistant Under Secretary of Defense for Transportation Policy, to integrate DOD transportation information worldwide and provide transportation and In-Transit Visibility (ITV) data for commanders at all levels. Utilize automated systems, such as the Global Transportation Network (GTN), Cargo Movement Operation System (CMOS), Global Air Transportation Execution System (GATES), Global Decision Support System (GDSS), and Single Mobility System (SYS) for In-Transit Visibility.


QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE: Experience or training which demonstrates the knowledge of equipment and practices associated with the type of work to be done.

 

SPECIALIZED EXPERIENCE: Must have 12 months of specialized experience in verifying cargo again manifest; inspecting for damage or unusual condition of shipment. Experience which demonstrates the applicant's knowledge of appropriate cargo locations considering factors such as use, size, shape, of cargo. Knowledge of storing and handling of hazardous cargo. Experience in weight and balance computations, distribution and palletizing of loads. Experience in using forklifts. Experience in using automated or manual means to complete air movement records or reports. Experience in operating sewing machines, punch presses, and stenciling machines. Experience in using navigation aids to determine timing points and marking drop zones.

 

KSA'S:

1. Knowledge of Air Terminal Operations Center (ATOC) functions and operation sufficient to plan, coordinate, facilitate and expedite on-time movement of air cargo in accordance with applicable rules and regulations.

2. Be able to maintain load planning qualification currency to plan and compute load distribution using automated programs, manual methods, and/or weight and balance computation methods.

3. Skill and ability to train traditional guard personnel in all small air terminal operations functions.

4. Ability to select and assemble air craft loads, and to load and offload aircraft.

5. Ability to operate a variety of materials handling equipment (MHE) utilized in moving cargo within the air terminal and to transport cargo to and from aircraft (i.e. 4-10K forklift, 26-60K air cargo loader, etc.).

6. Knowledge of procedures and regulations governing processing and eligibility of passengers traveling on government owned/sponsored aircraft.

7. Knowledge of proper safety practices to perform all aerial port responsibility in a safe manner.

8. Skill in verifying shortage, overage, and damaged condition of cargo.

9. Knowledge of storage procedures and safety requirements of cargo.

10. Knowledge of aircraft loading and unloading procedures, weight and balances, distribution, palletizing and safety.

11. Ability to use forklift.

12. Knowledge of air movement forms, records, and reports.

13. Ability to use navigational aids in drop zone operations.

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

 

MILITARY GRADES: Maximum Military Grade E6; Minimum Military Grade E3; Military grade inversion within the full time work force is not permitted.  The military grade of the full time supervisor must equal or exceed the military grade of the personnel supervised.

 

Compatible Military Assignments: Enlisted: 2T2X1, AFSC must be met by applicants as defined by the Air Force Enlisted Classification Directory (AFECD). Minimum ASVAB test scores are M-47, A-28, X-factor weight lift score of J and PULHES physical profile of 333123 is required.
