The candidate selected will be offered a term appointment not-to-exceed 13 months, which may be extended to a maximum of four years based on funding, workload requirements and organizational staffing authorizations.

The National Park Service (NPS) is looking for an enthusiastic individual to serve as Chief of Archeology and Collections Program in the National Center for Preservation Technology and Training (NCPTT) of the NPS located in Natchitoches, LA.  The Chief will oversee short and long term research development and provides expert technical advice regarding the application of professional standards and practice.  The individual will be responsible for Service policies, guidelines, standards, and technical information.  The incumbent will translate results of the research program into training products, coordinating and participating in employee development courses and education.

The NCPTT is responsible for all service wide and nationwide activities related to developing preservation technologies for the discovery and management of historic and prehistoric archeological resources in the United States, and for training cultural resource professionals both inside and outside the Nation Park Service.  The cultural resources include World Heritage Sites, National Historic Landmarks, and other national, state, and local significance.

DUTIES:

Major duties, include, but are not limited to, the following:

·         Developing and implementing the Archeology and Collections Program in the National Center for Preservation Technology and Training, including the identification of needs, programming support, through out the Center’s grants program, cooperative agreements, contracts or partnerships with federal, state, and local agencies, academic institutions, nonprofits, tribes, museums and international organizations

·         Developing national criteria standards and policies for archeology and collections activities

·         Establishing procedures for developing, reviewing and evaluating archeology and collection proposals

·         Publicizing availability of funds

·         Developing a major national program of research related to archeology and collections

·         Facilitating relationships with research institutions in the public, private and academic sectors and prepares cooperative agreements

·         Providing expert advice and consulting services

·         Developing and administering training

·         Interpreting current professional standards, federal, state, and local cultural resource management laws, regulations, and executive orders’

·         Proposing new standards for management of resources

·         Evaluating and monitoring archeological research projects

·         Providing technical assistance and prepares responses to inquiries regarding procedures and methods of discovery, evaluation, protection and collection management

·         Preparing descriptive and analytical reports

·         Representing NCPTT

·         Supervising the work of lower-graded staff.


QUALIFICATIONS REQUIRED:

Basic Experience: Applicants must have four years of archaeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology.  The work experience must have included archeology field experience, which may include that gained in an archaeological field school.  Field experience should have included a combination of professional experience in archaeological survey, excavation, laboratory analysis, and preparation of written materials.  Applicants with such field experience should, after additional experience under the direction of a higher grade archaeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archaeological project

In addition to meeting the basic Education or basic Experience: applicants must also meet the specialized experience required for this position. 

To qualify at the GS-12 level, applicants must have 1 year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience at the GS-11 level includes experience researching and providing analysis of current state and federal archaeology programs; identifying the impact of laws and existing regulations on state and federal agencies and identifying policy issues and actual or potential problems in archaeological programs; experience managing a major program of research, gained by managing multiple archeological contracts or by developing research priorities and projects at a university or government agency.

To qualify at the GS-13 level, applicants must have 1 year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience at the GS-12 level includes experience interpreting laws, regulations and procedures to recommend changes; evaluating the trends and quality of contemporary archaeological research; and promoting and articulating the public benefits of archeology and archaeological stewardship through work with a variety of internal and external partners to foster a preservation ethic; experience managing a major program of research, gained by managing multiple archeological contracts or by developing research priorities and projects at a university or government agency

Basic Education Requirement

1. All applicants must have a degree that included 3 semester hours in each of the following course areas:

 · History of archeology

 · Archeology of a major geographical area such as North America or Africa

 · Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development

 · Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques.

 · Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.   AND

Six semester hours of related course work in:

 · geography, geology, or cultural geography;

 · history, historiography, or historical archeology;

 · environmental studies;

 · scientific writing (nonfiction English composition); and/or

· surveying AND

 · Archeological field school

2. Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school).
